The browser translates the Hypertext Markup Language (HTML) written by web authors into what you see on the page now. If you would like to see what HTML looks like, go to the top of the browser and select View>Page Source (Netscape) or select View>Source (IE). You will see a lot of <html>, <body> <> etc. These are called HTML tags. It is really these tags that tell your browser what to do. There is an Internet Group called W3 that approves new tags. The current version of HTML is 4.0 and both Netscape version 4.x and Internet Explorer 4.x onwards can take advantage of these latest tags.
Once you have learned basic HTML, you can explore web editors. There are two types of web editors, What You See Is What You Get (WYSIWYG) editors and HTML Editors. HTML Editors let you insert HTML tags where you want the tags to be. This saves you writing the tags. The popular ones are: BBEdit
